The Foundation has been recognized by Decree of the President of the Republic n. 243 on 30 March 1976, modified on 19 January 1993, and is now operating according to the bylaws approved on 23 February 2015.

The Scientific Advisory Committee is composed of internationally recognized experts in the fields of science, medicine, technology, and health economics.
The primary function of the Committee is to provide knowledgeable and professional advice regarding the programs, initiatives, and events of interest for the Foundation.
